Somewhat. Mineral-heavy water leaves residue that stiffens hair and can aggravate dryness and eczema, and it stops soap rinsing cleanly, leaving film that irritates sensitive skin.

Workarounds that cost little: shorter cooler washes, syndet cleansers instead of true soaps, moisturizing right after bathing, an occasional clarifying or chelating shampoo, and a final rinse with filtered water for hair if you care to.

A shower filter helps some people with sensitive skin; evidence is modest but the intervention is harmless. If eczema is flaring badly, the treatment plan matters far more than the plumbing.
