Depends on the cause. Shadowing from under-eye hollows is anatomy and improves only with fillers, not creams. Brown pigmentation responds slowly to sunscreen and pigment-inhibiting ingredients. Blue-purple circles are visible vessels through thin skin, worse with poor sleep, allergies and screens.
The honest wins: consistent sleep, treating nasal allergies, cold compresses in the morning, and daily sunscreen. Caffeine creams tighten temporarily.
Most miracle eye creams under-deliver because they treat the wrong cause. Identify yours first; stretch the skin gently, if darkness persists it is pigment or vessels, if it disappears it is shadow.
