The best time is the one you will actually repeat. Across studies, the health differences between morning and evening training are small; the difference between exercising and not exercising is enormous.
There are minor edges if you care: mornings tend to protect the habit, because the day cannot steal the slot, and may suit blood sugar control. Evenings often feel stronger, since muscles are warm, and hard training within about an hour of bed can delay sleep for some people.
Pick the slot your real life defends, put it in the calendar like an appointment, and give it a month. Consistency at a mediocre hour beats perfection at an impossible one.
